摘要
通过对福建省三明市公立医院改革做法的剖析,指出三明市公立医院改革值得学习和推广的经验:一是领导敢担当,政府真作为,直面公立医院管理体制和运行机制存在的问题,系统地提出改革方案,突破了一些行政管理瓶颈;二是院长和医生年薪制加绩效考核的支付方式;三是改革医院剩余索取权,实施药品、耗材收入结余不纳入收入分配;四是实行药品零差率销售和限价采购政策。
Analysis on practice of public hospital reform in Sanming City,and pointing out that the related experience is worth to learn: firstly,leaders dare to undertake,government dare to do,and facing problems of public hospital management system and operating mechanism,and propose the reform program and break a number of administrative bottlenecks; secondly,payment of dean and doctors annual salary system and performance system;thirdly,reform hospital residual claim right,implement drugs and consumable income balance not included in the income distribution; fourthly,implement zero margin drug profit and limit procurement policies.
