摘要
我国自1998年取消福利分房后,形成了世界上独一无二的由开发商为主导的房地产开发经营机制,这种完全以利益最大化为目的的开发商模式的弊端日益显现。德国的经验告诉我们,通过低息贷款和房租补贴政策,鼓励私人开发商投资兴建社会福利住宅的做法调动了各方面的积极性,减轻了政府的财政负担,极大地缓解了住房供应紧张状况。可以说,德国在解决居民住房方面的一系列政策,尤其是公共租赁住宅体系及其成功经验,对于转型时期的中国住房制度的建立,具有重要的借鉴意义。
Since the welfare housing system was eliminated in 1998, the unique real property development and operation system with developer as the main player had taken shape. Now, shortcomings of the developer pattern with maximum benefits as the purpose are revealed gradually. Experiences of German indicate, to encourage private developer to invest in social welfare housing by proving low interest loans and rent subsidy policies will mobilize all players and relieve financial burden, and thus greatly relieve housing shortage. It can be said that a series of housing policies of German, especially in the perspectives of public rental system and the successful experience are of great referral meanings to China for establishing the housing system.
