山东省采煤塌陷地治理情况研究

Study on Coal Mining Subsidence Land Governance in Shandong Province

为实现采煤塌陷地经济、社会和生态效益的最大化,通过实地调研,准确把握采煤塌陷地治理过程中遇到的突出问题,根据国家有关法律法规,结合实际情况,研究了治理采煤塌陷地的政策措施,其中也借鉴了外地的先进经验。研究结果表明,应建立土地复垦费用共管账户制度,政府负起历史遗留采煤塌陷地的治理责任,对部分塌陷地只能征不能转。同时提出了对山东省加快采煤塌陷地治理进程的若干对策建议。

In order to realize maximization of economic, social and ecological benefits in coal mining subsidence area, through field investigation, problems encountered in the process of coal mining subsidence land governance were accurately grasped, in accordance with relevant laws and regulations and the actual conditions, governance policy measures of subsided land were studied, which also draws on the advanced experience in the field. The results showed that land reclamation cost management account system should be established that the government assume re- sponsibility for historical coal mining subsidence land governance, to partly collapse can only levy cannot be transferred. Meanwhile, several suggestions for speeding up the governance process of coal mining subsidence land in Shandong Province were put forward.
