摘要
为分析特种设备的社会风险(SR)水平,明确监管重点,以风险分析理论和SR定义为基础,借鉴国内外高危领域SR的研究方法,提出特种设备事故公众敏感度的概念,构建基于敏感度修正的特种设备SR指数模型。通过分析2005—2012年特种设备事故统计数据,定量计算8类特种设备的SR水平,并进行设备类别间的横向比较。结果表明:机电类设备相比承压类设备具有更高的SR水平,且从高到低依次为客运索道、大型游乐设施、电梯、起重机械、场(厂)内专用机动车辆、压力容器、压力管道、锅炉。
For sake of analyzing social risk level of special equipment, a concept of public sensitivity of special equipment accident was formulated. A social risk index model was built based on sensitivity correction. On basis of accidents statistics from 2005 to 2012, SR levels of 8 kinds of special equipment were analysed and compared. The results show that electromechanical special equipment has a higher level than that of special pressure equipment, and that it is possible to infer that there is the following social risk level sequence of 8 kinds of special equipment: passenger ropeway, large-scale recreational facility, elevator, lifting machinery, factory specialized vehicle, pressure vessel, nressure ninelin~ and hnil^r
