国际体系的演进是一个客观历史进程,内在包含了秩序逻辑。国际法作为国际体系的规则载体,既是体系构成要素相互作用的产物,同时也是调整、促进体系发展的制度性工具。国际体系演进与国际制度调整之间存在一种日渐紧密的正相关关系,表现出具有内在逻辑性的发展规律:大国在体系演进与秩序发展中发挥主导作用;国际体系政治经济互动的一体化、机制化趋势日益明显;国际共同体观念和法治意识渐次加强。把握体系演进与秩序发展之间的互动机理,有利于促进国际体系均衡、普惠、包容、有序发展。

The evolution of the international system is an objective historical process, internal contains order logic. As the rule of the international system, international law is not only the interaction elements product of system but also the tool which is to adjust and promote the development of the institutional system. The evolution of the international system and the adjustment of international system has increasingly close positive correlation and show the development of the inherent logic of the law： the power nations play the most important role in the evolution of the system and the development of the order. The integration trend of international system, the mecha- nism of interaction between politics and economy has become increasingly apparent; the international community concept and the rule of law consciousness gradually strengthened.
