摘要 参考联合国千年生态系统评估(MA)建立农用地生态功能评价指标体系,采用均方差决策和TOPSIS模型对湖南省2001-2010年农用地生态功能及其变化态势进行评价。结果表明:2001-2010年,湖南省农用地生态功能整体不断增强,从一般上升到优良状况,农用地生态功能建设的重点是林地和耕地。农用地生态功能中的供给功能、调节功能和生态景观功能等子功能在不断提升,但支持功能出现适度下降,未来应该重点加强农用地支持功能建设,封山育林,停耕还林,固结表土,保持水土,加大水土流失治理投入,严厉打击非法采矿行为。 This paper establishes the index system of agricultural land ecological functional evaluation by referencing the UN Millennium Ecosystem Assessment (MA) and evaluates the agricultural land ecosystem function and its change trend in Hunan Province from 2001 to 2010 by using the mean square error and TOPSIS model. The results show that from 2001 to 2010 the ecological function of the agricultural land in Hunan Province was enhanced, from ordinary to excellence, with the forest land and the cultivated land as the key to the construction of ecosystem of the agricultural land. Of the agricultural ecosystem functions, sub-{unctions such as supply, adiusting and ecologic landscape are continuously rising, while the supporting function is declining. The paper proposes that in the future the government should give priority to strengthening the construction of agricultural support functions, closing hillsides to facilitate afforestation, consolidating topsoil, conserving water and soil, increasing investment in soil erosion control, and fighting against activities of illegal mining.
