摘要
教育治理是多元主体共同管理教育公共事务的过程,它呈现出一种新型的民主形态。教育治理的直接目标是善治,即"好治理";最终目标是"好教育",即建立高效、公平、自由、有序的教育新格局。完善教育治理体系是推进教育治理的关键,其核心是通过分权和集权两种方式调整优化共治主体的权责关系,解决教育管理中社会参与不够、学校办学自主权不够、政府宏观管理能力不足、学校内部治理结构不完善等突出问题。
Education governance is the process of co-administrating educational public affairs by multiple subjects, which presents a new form of democracy. The direct goal of education governance is "good governance", and the ultimate goal is "good education", which means to establish a new education pattern with efficiency, equity, freedom, and order. The key to promoting education governance is improving education governance system. Its core is to adjust and optimize the power-accountability relationship among governance-sharing subjects through decentralization and centralization. Meanwhile, some prominent problems should be solved, for example, social participation of educational administration is still insufficient, the school autonomy of administration is not enough, the macro administration ability of government is still scarce, and the internal governance structure of school is not perfect.
