广西北部湾同城化战略思考

On the Co-Urbanization Strategy of Beibu Gulf Economic Zone in Guangxi

提升北部湾经济区城镇化水平,加快区域经济一体化,推进北部湾四市同城化,是提高北部湾经济区整体实力和综合竞争力,增强对全区经济发展的辐射带动作用,打造新的经济增长极和北部湾经济升级版的重大举措。要通过建立多元化的新型地方治理机制、区域一体化市场体系和市际利益协调机制、破除产业同质化竞争、推动城市基础设施、城市发展和城镇体系、产业一体、物流通关和社会事业同城化发展,把握规律,改革创新,破除体制机制障碍,加快北部湾经济区同城化水平。

To improve the urbanization level of Beibu Gulf Economic Zone. to speed up the regional economic integration, and to promote the co-urbanization of the four cities in this zone-Nanning, Beihai, Qinzhou and Fangchenggang-are significant actions which may enhance the overall strength and comprehensive competitiveness of the Beibu Gulf Economic Zone. strengthen its role of radiative guidance to boost the economic development of Guangxi. and create a new economic growth pole and an upgraded version of Beibu Gulf economy. A new diversified local governance mechanism, unified market system, intercity interest coordination mechanism should be established, the industry homogeneity competition should be abolished; the urban infrastructure, urban development, city and town system, industrial integrati banized development of the social on, logistics and custom clearance, the co-urundertakings should be promoted; Reform and innovation should be emphasized in accordance with the rule of development while the institutional barriers should be broken. Only in this way will the Beibu Gulf Economic Zone see its co-urbanization to a higher level.
