岳州关不是“洋关”

Yuezhou Guan is not a Yang Guan

自1899年11月13日岳州开埠、城陵矶设关、1901年城陵矶海关三座"美轮美奂"的关房建成后,民间便因海关税务司等是洋人,而称其为"洋关"。但岳州关并非"洋关"。因为湖南轮运为湖南人首开,岳州是自开口岸,城陵矶海关关房是中国人自己出资修建的,海关税务司由外人担任是历史造成的。

Yueyang customs Kaibu, Chenglingji were commonly known as Yang Guan since they had been set up in December the 13th 1899 and in 1901 for the special foreign workers. However Yuezhou Guan is not the correct name. Based on history, this paper proved that Yuezhou Guan was not a foreign custom from the followings： Firstly the cargo ship in Hunan was sailed by Hunan people. Secondly, Yueyang port was opened by Qing government. Thirdly, the custom houses was built by Chinese themselves. Fourthly, it was due to history reasons that the workers are foreigners.
