From the view of education policy, combining to the reality of higher education for ethnic groups, the policy of higher education for ethnic groups, the theory of educational fairness , this paper analyzes the background,the aim and evidence of drafting the preferential policy of ethnic students enrollment, puts forward countermeasures and suggestion on further development of this policy.
