援疆对南疆三地州产业发展作用分析

第二次中央新疆工作座谈会尤其是为新疆南疆的发展作出了重要指示。在新疆经济社会更好更快发展和举国援疆的历史背景下,新疆的喀什、和田地区和克孜勒苏柯尔克孜自治州的产业发展面临新的机遇与挑战。文章结合第二次中央新疆工作座谈会精神,通过实地调研,提出了南疆三地州产业发展的整体思路与对策措施,借力东部省份"产业援疆"的政策优势,从产业集群的视角发展规划南疆三地州产业发展,建立南疆三地州产业发展体系是实现南疆产业结构优化和升级的有效途径。东部援疆省份和南疆三地州地方政府要强化产业规划和政策扶持,建立健全新疆和援疆省份产业合作共建机制。

As Xinjiang is seeing striding social and economic development and all efforts are being joined by rest of China to aid Xinjiang, Kashgar, Hotan prefectures and Kizilesu Kirgiz autonomous prefecture are confronted with new opportunities and challenges. The essay, in relation to field inspection, offers the overall thought and strategy of modern industrial development in three prefecture（including one autonomous prefecture）, take advantage of preferential policy of＂Xinjiang-aid from industrial sectors＂ in eastern provinces to project its industrial development from industrial clusters perspective. To construct modern industrial development system, there is an efficient approach to its industrial-structure optimization and promotion. The eastern Xinjiang-aid provinces and the local governments of the three prefectures will intensify industrial project and policy support and improve the mechanism of industrial cooperation co-constructed by Xinjiang and Xinjiang-aid provinces.
