Being People-Oriented:the Essence and Form of Good Law and Governance

党的十八届三中全会明确指出,新时期全面深化改革的总目标是完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化。刑事法治理念,尤其是其核心价值理念的导向问题,是完善中国特色社会主义法律体系的重要课题,也是新时期完善国家治理体系,推进国家治理能力,实践良法善治的基本前提。而将以人为本作为实践良法善治的内质与形态,无疑对推进我国治理体系和治理能力的现代化具有重要的推动作用。

It is clearly pointed out in the Third Plenary Session of the Eighteenth Central Committee of the CPC that the overall goal of comprehensively deepening the reform in the new period is to perfect and develop the socialist system with Chinese characteristics and promote the modernization of national governance system and management ability. The idea of ruling by law criminally, especially the core value orientation problem is an important project on perfecting the socialist legal system with Chinese characteristics and also the basic premise of the perfection of governance system, the promotion of management ability and the practice of good law and governance in the new period. And as the essence and form of practicing good law and governance, undoubtedly being people-oriented plays an important role in promoting the modernization of China＇s governance system and management ability.
