Research on Innovation of Governance in New Style Rural Communities——From the Perspective of Synergy of Industrial Organization and Geopolitical Organization

由于税费制度改革、新型社区建设等原因,农村社会治理基础发生了改变,需要进行体制机制创新。农民合作社等业缘组织的兴起,具备了成为农村社会治理主体的条件。农村新型社区应塑造业缘组织与地缘组织协同的治理结构,构建科学的决策机制、监督制衡机制和激励机制。

Owing to factors like tax reform and construction of new style rural communities, the basis of rural governance has changed, which creates a strong need for innovation in the system and mechanism of rural governance. The rise of Farmers Cooperatives and other industrial organizations has created necessary conditions for them to become the governance body in rural communities. New style rural communities should build a synergy governance structure that involves both industrial organi-zations and geopolitical organizations, and establish rational mechanisms of decision making, supervision and incentivation.
