摘要
公共租赁住房是带有公共性的准公共产品,我国政府承袭惯有传统,在公共产品的建设运营上既充当安排者又充当生产者的双重角色,在过去的三年期间,广泛采用政府主导、国有企业参与的建设运营模式,严重制约了我国公共租赁住房的发展,无法满足更多需求者的住房需求。该文在国内学者对于公共租赁住房建设运营模式研究成果的基础上,从企业的角度分析了公共租赁住房建设运营模式的构建以及影响因素,利用层次和模糊综合评价方法并结合西安市的现实条件,对西安市社会企业参与模式进行综合评估,得出了企业参与模式的综合排序。为实现由政府垄断建设运营向民营企业参与建设运营模式转变,将竞争引入到公共租赁住房的建设和运营提供了理论支持。
Public rental housing is a quasi-public product of publicity. According to the typical tradition, Chinesegovernment takes a duel role as both the designer and producer in the construction and operation of the publicproducts. In the past three years, such construction and operation mode, in which the government takes adominant position with the participation of state-owned enterprises, has severely restricted the development ofpublic rental housing in China, and is inadequate to meet the housing needs of more demanders. Based on thedomestic scholar’s researches of public rental housing construction and operation mode, the paper analyzes theconstruction and influencing factors of the mode from the perspective of enterprises. It also makes acomprehensive assessment of the social enterprises in Xi’an for a comprehensive ranking of their participationmode by using the analytic hierarchy process and the fuzzy comprehensive evaluation and combining the realisticcondition of Xi 'an. The paper is to provide theoretical support for the transformation of the construction andoperation mode from the governmental monopolization to the private enterprises participation, and theintroduction of the competition into the construction and operation of public rental housing.
