In the construction of railway engineering, a variety of reasons cause ＂three - exceeding＂ phenomena in the settlement. The reasons of exceeding the budget in railway engineering was analyzed aiming at the design stage and construction stage in this paper. Through the analysis, the countermeasures of controlling project cost was presented in view of the main problems in the design stage and construction stage.
