On Reforming“One-chop Approval”Examining and Approving System and the Construction of Incorrupt Government in Colleges and Universities

高校财务审批制度已实施近二十年,随着国家财政经济体制改革和高校内部管理体制改革的深入,"一支笔"审批制度的弊端逾显突出,并与廉政制度建设的精神相悖,因此,应加以改革和完善。

Financial examining and approving system in colleges and universities has been implemented for nearly two decades, With the deepening of the national financial and economic reform and the internal management system reform in colleges and universities, the shortcomings of“one-chop approval”examining and approving system becomes evident, and it contradicts with constructing the spirit of the incorrupt govern-ment system. Therefore, this system should be reformed and improved.
