高校协同创新能力提升的体制机制因素分析

An Analysis of Factors in the Mechanism for Collaborative Creativity in China's Higher Education

我国现代高等教育经过一个多世纪的发展,极大地提高了全民素质,对科技创新、文化繁荣、经济发展、社会进步和民生改善做出了不可替代的重大贡献。然而,条块分割、缺乏整合的管理体制使高校与高校之间、高校与科研单位之间重复、分散等问题日益暴露,极大地制约了高等学校创新能力的提升。以关注技术创新和组织制度创新为核心的协同创新是提升高等学校创新能力的有效途径。

After about a centurys development, higher education in China has immensely contributed to the improvement of national education, the development of science and technology, economic growth, social advancement, and public welfare. However, we also need to notice the problems that have resulted from the stratification of universities, the malfunction of the administrative mechanism, the redundancy or ill- coordination of education and research establishments in both universities and research institutes. All these problems have effects of bottlenecks to the creativity of universities. Collaborative creativity, with core emphases on organizational creativity and technical creativity, is effective in promoting the creativity of universities.
