摘要
食品安全是当前社会最为关注的民生话题之一。为促进食品安全现状的改善和实质提高,从制度创新的角度提出将食品安全纳入地方政府的政绩考核体系,并从该机制的理论基础和核心内容等方面作了深入思考和细致回答。同时,为避免食品安全政绩考核出现异化和形式化,重点对考核内容和考核指标做了系统构建和制度设计。在此基础上,梳理了地方政府在食品安全纳入政绩考核方面的有益探索和大胆实践。最后,文章就食品安全纳入政绩考核的其他相关问题做了讨论与展望。
Food safety is one of the hottest topics of current concern on the social livelihood.In order to improve food safety situation,this paper analyzed the topic of performance evaluation of food safety in local government from the perspective of institution innovation,the theoretical foundation and core content of the mechanism also deeply researched.At the same time,in order to ensure the effective operation of the system this paper advocates that the performance evaluation must establish a scientific evaluation system and clarify food safety responsibility.In addition,several local governments already carried out the practice and provided some positive experiences,which would promote the improvement of the assessment system.Finally,basis on the research results,several related problems of the performance evaluation were discussed.
