政府财政投入对区域食品安全状况的影响研究——基于2007-2012年中国省级面板数据的分析

Impact of Government Financial Expenditure to Regional Food Safety:an Analysis Based on Provincial Panel Data from 2007-2012

通过在互联网上广泛搜集食品安全问题的新闻报道,并以问题发生的地点为依据统计出2007-2012年间中国各省份发生食品安全事件报道数量,与地区宏观经济发展与政府财政投入进行固定效应模型的回归分析。研究结果发现政府财政公共安全支出、环境保护支出和农林水务支出对食品安全的作用显著。其中,地方政府公共安全、环境保护以及农林水事务各项财政支出每增加1个百分点,食品安全新闻报道数量将分别减少0.907、1.518、0.342个百分点。反映了我国地方政府在食品安全领域监管中存在着执法投入不足、环境保护支出薄弱、农业生产基础投入不足等主要问题。

Through extensive collection of food safety reports on the internet,we make a count on the number of the reports from 2007 to 2012 according to location where incidents occurred,and conduct a fixed-effect-regression analysis with regional economic development and government financial input.The results show that local fiscal expenditure on public safety,on agriculture and water affairs and on environment protecting have significant impacts on the local food safety situation.Specifically,1% increase of local fiscal expenditure on public safety,agriculture and water affairs and environment protecting can decrease the local food safety reports by 0.907%,1.518% and 0.342% respectively.Moreover,the mercerization of local economy also has an impact on the local food safety.The development degree of third industry and the openness of economy do not notably affect the food safety situation,while the higher proportion of non-state-owned assets investment in total social fixed assets investment can significantly increase the local food safety risk level.
