农产品质量安全保障机制建设的重点是新型农业经营主体。家庭农场的发展有利于实现适度规模经营,建立农产品质量信用机制,有利于产生品牌效应,建立农产品质量约束机制,有利于节约技术指导和质量监管的行政成本,建立农产品质量监控机制。农产品质量安全保障机制建设需实现视域转换,即重点从农产品监管转移到农产品生产主体的监管。
