On the base of lesson of the accident of ban shan iron and steel plant’workshop collapse in 1958 in Hangzhou,Chen Yun thoroughly analyzed the the serious issue of the national infrastructure since“the Great Leap Forward”,and proposed the correct policies and the means with a clear aim.His policy and thought provided the basis for the central decision-making and played the vital role on the national infrastructure reform during the early“Great Leap Forward”period,also provided valuable thoughts for scientific outlook of development.
