西部欠发达地区城镇化困局的特征与机制——基于宁夏南部山区调研的探讨

Features and Mechanism of the Dilemma in Urbanization in the Less-Developed Regions of Western China:Thoughts Based on Empirical Studies in the Southern Mountain Area of Ningxia

我国西部欠发达地区作为典型的后发地区,其城镇化是一种多重约束条件下城乡要素的重新分配,面临着后发语境下经验失灵的特殊困局。结合对西部欠发达地区发展阶段的认识,以宁夏南部山区村镇调研为例,总结西部欠发达地区城镇化发展困局的现状特征,然后以此为基础深入解析困局产生背后的机制因素,最后,文章提出以作为"人的城镇化"的核心内涵之一的人力资本培育作为破解困局的可能路径。

The less-developed regions of western China is a typical ＂delayed area of development＂. The process ofurbanization there is a redistribution of elements in both urban and rural areas, which is constrained by multiple factorsand faced with a particular dilemma. The paper is based on an empirical investigation of Longde County in the southernmountain area of Ningxia Hui Autonomous Region. In the light ofthe awareness of regional development stage, the papersummarizes the features of the dilemma in urbanization in this region and further analyses the mechanism hiding behind.In addition, the paper puts forward the cultivation of human capital as a possible path to break the dilemma.
