Since the 18th Congress of CPC,the construction of new agricultural management system has become the im-portant impetus for the further development of agriculture.And it is the universal rule of the development of the modern eco-nomic society and the obj ective demand of the special situation of our country and agriculture to construct the new agricultural management system with Chinese characters and the “five-in-one”management mode.
