厦漳泉区域基本公共服务一体化的现实困境与对策研究

On the Crux and Strategy in Intergrating the Public Services in Xia-Zhang-Quan Region

区域基本公共服务一体化是实现区域同城化的前提和关键,其对区域内资源要素流动与公共服务资源共享至关重要。文章在阐述区域基本公共服务一体化的目标与基本要求的基础上,指出当前厦漳泉区域在公共服务资源配置等方面仍存在现实困境,不利于一体化的实现。因此,有针对性提出改革转移支付制度、构建公共服务多元化供给机制、确立公共服务定价与立法制度等对策,以促进厦漳泉区域基本公共服务一体化,进而实现厦漳泉同城化。

Regional basic public service integration is the premise and the key of realizing regional city, It is essential to the regional factors flow and public service resources sharing. Based on expounding the the goal and basic requirements of regional basic public service integration, This paper points out there are still existing realistic predicament at present not conducive to the realization of integration. Therefore, In this essay has come up with relevant solutions,including the reform of the transfer payment system, construction of diversification of public service supply mechanism, establishing public service pricing and legislation system and etc, in order to promote Xia-Zhang-Quan regional basic public service integration, so as to realize the urban intergration.
