摘要
首先运用数据包络分析法(DEA)的CCR模型对山东省17个地市的自主创新效率进行横向评价,从投入指标和产出指标两方面分析非DEA有效区域存在的问题与有效改进值;然后运用全要素生产率指数(TFP)测算了山东省17个地市自主创新的Malmquist全要素生产率,对各地市TFP变动和自主创新效率发展进行了纵向评价分析;最后,根据评价结果提出了创新驱动战略下提升山东省区域自主创新效率的对策建议.
With the model of CCR,we used data envelopment analysis(DEA)to evaluate independent innovation efficiency of 17 cities in Shandong Province in 2012. From the aspects of input and output index,we analyzed existing problems and effective improved value of the DEA inefficiency area. Then we used the total factor productivity inde (TFP)to calculate the total factor productivity of independent innovation in 17 cities from 2008 to 2012,and carried out the longitudinal evaluation on change of TFP around the city and the development of independent innovation efficiency. Finally,according to the evaluation results,we put forward some countermeasures to improve the efficiency of the regional independent innovation in Shandong Province,from the perspective of innovation driven strategy.
