十八大报告明确提出生态文明建设问题。然而现阶段,中国大多县域经济的发展都有悖于生态文明之路。涡阳县作为传统农业大县和煤炭资源大县,正在试图利用资源优势提升经济,打造一个工业强县。这就需要寻找一条适合涡阳县生态文明建设的新路径,引领县域经济的健康发展,促进经济效益与生态效益的有机统一。

The construction of ecological civilization was emphasized in the report at 18 th Party Congress.However, at present, in most of the counties in China, the development goes contrary to the way of ecological civilization. As a traditional large agricultural county and a big coal resources＇ county, Guoyang County is trying to promote the economy and to build a powerful industrial county through the use of its resource advantage. So Guoyang County needs to find a new path of ecological civilization construction, which can lead a healthy development of county economy and promote the unity of the economic benefit and the ecological benefit.
