基层央行完善职代会提案工作机制的策略探讨

Strategy Analysis for Bettering Proposal Procedure in Basic Workers' Congress

基层央行职代会提案工作目前存在的主要问题,一是提案较少触碰深层次问题;二是提案工作机制有待进一步改进;三是提案质量有待进一步提高;四是提案工作信息化有待进一步加强。其改进,需要做到四个健全,即健全协商民主机制,健全提案工作运行机制,健全提案工作考评、激励机制,健全提案工作组织领导机制。

There are currently 4 problems in proposal procedure of basic workers’ congress, which are less touching deep seated problems, needing progress in working mechanism, quality and informatization.In or-der to work well we shall improve the democratic negotiation system, proposal dealing mode, proposal evaluation method, proposal organizing mechanism.
