南通建设长三角北翼经济中心新动力研究

New Drive for Building Nantong an Economic Center for North Wing of Yangtze River Delta

依据南通发展面临的国际国内环境,探索了南通建设长三角北翼经济中心需要抓住的几个重点,即向转变政府职能谋红利,向激活市场主体谋红利,向理顺市县体制谋红利。结合以上重点,南通工业化和城镇化良性互动、城镇化和农业现代化要协调发展还必须向"工、城、农"良性互动协调发展觅路径,向陆海统筹发展要定力,向中国(上海)自贸区接效益。

Based on the international and domestic environment facing Nantong in the process of its development, the paper explored the critical tasks for building Nantong the economic center for the North Wing of Yangtze River Delta. They are：to transform the government functions, to stimulate the market participants and to rationalize the relationship between the City and the Counties. In this regard ,the benign interaction between industrialization and urbanization,the coordinated development of urbanization and agricultural modernization of Nantong City will be accomplished through the benign,interactive and coordinated ＂industrial-urban-agricultural＂ development and based on the overall development of land and marine areas, and will benefit from the development of Shanghai Free Trade Zone.
