At the beginning of the Qing Dynasty, the Manchu ruling group inherited the old Ming system in a comprehensive way so as to consolidate their rule. With the emergence and prosperity of traditional operas, the Manchu rulers strengthened the management of opera performances in order to satisfy their own sensual needs of entertainment and achieve the purpose of moralization. As perform- ance matters in the court were controlled by Jiaofang and Zhonggu division, the two specialized agencies played a positive role in promoting the development and prosperity of traditional operas in the Qing Dynasty.
