中观视角下高职生资助绩效评价目标管理的路径研究

Research on Path of Objective Management for Vocational College Student Financial Aid Performance Evaluation from the Perspective of Medium View

高职院校困难学生群体规模大,构建高效率、高效益的学生资助系统非常必要。将学生资助绩效评价模块接驳到学生资助系统里,既可以实现学生资助系统高效率运行、给予省级资助管理部门决策支持的外部价值,又有利于学生资助系统动力优化、效益提高。在构建组织机构、运行机制、经济资助效益、资助育人效益以及同行互评等5个评价指标标准的基础上,学校资助主管部门设立目标赋值,由专家组逐项分别对被评价院系进行评价打分,运用灰色关联方法找到各被评价院系的最近等级,从而实现对院系学生资助的目标管理。

Poverty students occupy a large share in vocational colleges with a feature of significant characteristics. It isnecessary to build high efficient and high beneficial student financial assistance system. The model of student financialaid performance evaluation can be connected with student financial aid system, which can make sure the high efficient op-eration of the system and provide external value for provincial finance management department＇s decision support. At thesame time, the dynamic optimization of financial aid system can be fulfilled with the improvement of efficiency. On thebasis of building the five standards of evaluation index, namely, the standards of the organization, operation mechanism, fi-nancial benefits, aid and education benefits, and peer assessment, the finance departments in colleges establish target as-signment, assign the group of experts to make scores for evaluated departments item by item, use the grey correlationmethod to find out the nearest grade between different departments, thus realize the objective management for student fi-nancial aid.
