农村社区居家养老服务长效发展机制研究——以山西省为例

On Long-term Development Mechanism of Community and Home Endowment Service in Rural Area:Taking Shanxi Province for Example

社区居家养老服务以其独特的优势得到我国政府及社会各界的认可,成为我国应对人口老龄化难题,提供社会化养老服务的基本依托。基于统筹城乡均衡发展的理论和要求,部分地区逐步将社区居家养老服务向农村推进。作为中部地区的山西省近年来开始了该项服务在农村的试点。将以山西省为例,根据农村社区居家养老服务开展现状,分析影响其发展的主要障碍,最后结合实际从经费保障机制、宣传引导机制、组织监督机制、参与激励机制四个方面探索建立适合农村的社区居家养老服务长效发展机制,促使其更好地在农村推广。

Community and home endowment service（CHES）has been recognized by the society and the government with its unique advantages.It has been the basic support of addressing the issue of population aging and providing social pension service.Some areas are promoting the CHES in rural areas based on the urban-rural balanced development.As the central region,Shanxi province has began the pilot of CHES in rural areas in recent years.This paper analyzed the main obstacles and established the long-term development mechanism of CHES suitable for rural areas from four aspects：the funds guarantee mechanism,the publicity and guidance mechanism,the organization and supervision mechanism and the participation motivation mechanism according so as to better promote CHES in rural areas.
