摘要
该研究报告分析了我国机关事业单位职工养老保险制度与企业职工养老保险制度并行的格局的形成过程以及现状;并运用统计数据,从资金来源、人口老龄化以及企事业单位两种养老制度并存等角度剖析了现有制度存在的问题;进而从这些暴露出的问题中找到了我国养老保险制度改革与智利1981年改革存在的共同点,指出了并轨改革的可行性;最后说明了我国养老保险制度改革的必要性,同时探索了改革过程中可能遇到的困难以及问题。
In this report, the formation process and current situation of Chinese pension system, which is combined by organ&public institutions' system and enterprise unit staff's system, is given firstly. Supporting by statistics then, problems of the present system are analyzed from different aspects, such as source of funds, population aging and existence of two pension systems. Furthermore, common grounds between pension reformation in China and that of Chile in 1980 are discussed based on the issues exposed. Meanwhile, the feasibility of pension systems' combination is researched in the following part. In the end, necessity of pension reformation is pointed out highlightly. At the same time, the possible problems and obstacles are predicted.
