摘要 简要分析了国内外山洪灾害分析评价的有关研究情况,介绍了我国山洪灾害分析评价技术要求编制及其预期成果。分析认为,山洪灾害分析评价主要受到工作目标、基础资料、技术条件、人员等因素的影响,其关于现状防洪能力、危险性等级划分、预警指标分析等的分析成果,将在山丘区山洪灾害防治工作中的预案编制、预警预报、应急响应、土地利用规划等方面发挥重要作用,并在区域和全国山丘区尺度为山洪灾害防治提供信息支撑;应当充分运用山洪灾害调查所获取的资料和数据,研究多源数据快速规范化集成技术,以及操作性强且符合各地特点的分析评价方法与技术,尽快尽早把分析评价工作重心移向山洪灾害防治的目标和本质。 A brief introduction is made on studies of mountain flood disaster analysis and evaluation both home and abroad as well as technical requirements and predicted results in China. It is found that analysis and evaluation of mountain flood disaster is mainly affected by the factors of working objectives, basic data, technical conditions and people. Analysis and evaluation results may play a key role in making plan, early warning,emergency response and land use planning and providing information for mountain flood disaster defense in China,what related to current capability of flood control, classification of hazard intensity and indicators for early-warning. The collected data from investigations should be used wisely and integration technology for fast and multi-source data standardization as well as evaluation methods and technologies with wide range of operation and adapting to local conditions shall be studied. The working focus shall be transferred to specify the goal and essence of mountain flood disaster prevention and control as soon as possible.
