南非治理义务教育阶段择校问题的措施和启示——基于种族差异的思考

摘要 解决择校问题是各国义务教育阶段面临的共同挑战。南非一直以来致力于治理因种族差异带来的择校问题。南非政府采取兼顾创造择校机会的补偿性措施和帮助扩大择校范围的效率性措施,辅之以保障不同种族择校学生民主权利的人道性措施来治理择校问题。我国应学习借鉴南非的成功经验,通过完善教育保障机制、提高教育资源利用率、重视文化差异和加强政策的连续性等多种渠道解决民族地区的择校问题。
