摘要
目的:研制一套地震灾害救援智能决策系统平台为相关领导部门提供清晰准确的地震救援情报,快速生成灾情严重程度和人员伤亡情况,为科学救援提供客观决策依据。方法以前期18批次国内外实战救援数据为基础,调研我国23条地震带上146个主要地级市的人口密度、年龄结构、交通、建筑物分布、文化素质、经济水平、救治单位、医疗资源等,构建地震灾害相关信息数据库,以现代化信息工具整合资源信息,形成智能决策系统平台。结果地震发生后,该系统可自动调出灾害区域人口、人文、地理、疾病谱、气象及交通道路等信息,可以在10 min内对伤亡作出快速预测,生成灾害评估报告,形成地震灾害医疗救援详细预案。结论该系统对提高应对突发灾害救援能力、提升救援队伍战斗力具有重大的经济和社会意义。
Objective To develop an intelligent decision system platform for emergency so as to provide baseline data, assess the incidence rate and casualty rate, supply clear and accurate emergency information and scientific rescue plan for relevant authorities to make decisions. Methods Based on the 8 batches of data in the aspect of actual rescue during emergnecy, both at home and abroad, the data of population density, age structure, traffic, building distribution, cultural quality, economic level, treatment organizations, medical resources, etc. in Beijing were collected, analyzed, and integrated to establish an emergency database. Thus an intelligent decision system platform was devaloped by means of modern information tools. Results Practices in Wenchuan and Yushu showed that when emergency happened the system succeded to automatically call out the relevant data on population, humanities, geographical features, disease spectrum, weather, traffic , etc. predicted the outcomes, formed calamity assessment reports, and made detailed plan for emergency medical rescue within 10 minutes . Conclusion This system is of great economic and social significance to improve the ability to emergency rescue and improve rescue team’s effectiveness.
