新能源领域的风电项目在规划、建设、运行、维护的整个生产经营过程中，面对着多个环节、多种不安全因素的考验。也就是说，任何一个小问题，如果将它乘以几十台，甚至上百台的风电机组，或者将它乘以点多面广的输变电设备设施，那么再小的问题都会演变成大问题。所以，在风电的安全生产过程中，要结合设备、环境、管理这三方面，以人为核心，建立健全覆盖全员、全过程、全方位的安全生产管理体系，提升以人为主的安全生产保证、监督的组织保障能力，将安全管理工作结合风电的实际落实到位，以确保安全生产工作的持续稳定。

Wind power projects, belonging to the renewable energy category, are tackled with tests of unsafe situations of miscellaneous ingredients and directories, during the whole procedure of planning, construction, operation and maintenance. The truth is that any tiny issue, if multiplied by tens of, even hundreds of wind turbines or power transmission facilities scattered in the rural areas, will become large problems. Therefore, for the safe production of wind power, a robust, whole-process safe production management system should be established and implemented, concerning equipments, environment and management, aiming at the upgrade of organizational guarantees and supervision capabilities centered on human beings, in order to fulfill the safety management tasks in the practical wind power production and create a stable safety production situation.
