河北省城乡社区服务体系现状及对策研究

Research on Urban and Rural Community Service System of Hebei Province

建设新型农村社区、发展新型城市社区和统筹城乡社区发展,是建设社会主义新农村的战略任务和形成城乡经济社会发展一体化新格局的根本要求。河北省城乡社区服务体系的建设在覆盖范围、队伍建设等方面取得一定成果的同时,也存在供给不平衡、供需结构矛盾突出、资金投入不足、投资主体单一等问题。因此,需突出社区公共服务的基本需求定位,加强社区服务人员培训力度,加大社区服务资金投入,明晰公共服务体系的主体职能分工,以完善河北省城乡社区服务体系。

The construction of new rural community and the balanced development of new city community and rural community are vital to the building new socialist countryside and forming the new pattern of urban and rural economic and social development. The community construction in Hebei has made some achievements in team construction and service scale. However, there are still weaknesses in the community construction such as imbalanced supply, contra- diction between supply and demand, and insufficient capital investment, etc. Therefore, highlighting basic demand ori- entation and the community public service, strengthening community service personnel training, increasing fund, and defining the main functions of the public service system should be done to improve the urban and rural community service system of Hebei province.
