吉卜林认为,殖民者推动印度人文明的意愿是好的,但是无法实现。印度人有文明化的潜力,但是他们的进化阶段决定了他们尚缺乏接纳西方文明的内动力。在吉卜林的殖民话语体系中,殖民者应该担当起"穷苦人的保护者"的责任,保护土著免受灾荒疾病等的折磨,用文明的方式保护野蛮的土著,尽量让他们过上美好的生活。

In Kipling＇s view,it is good that colonizers intend to civilize the Indians,though that will not be realized.Indians are capable of civilizing,but their evolving phase determines that they are lacking in internal motive to accept Western civilization. In Kipling＇s colonial discourse system,colonizers should shoulder the responsibility of＂Protector of the Poor＂to protect natives from famine,disease and so on,to protect them with civilized methods so as to try to better their life.
