集中连片特困区域旅游扶贫绩效评价体系的构建

Index System Construction for Pro-poor Tourism Performance Evaluation of Mass Poverty Area

旅游扶贫方式已经得到贫困地区的广泛认可和重视.如何评价、衡量旅游扶贫对集中连片特困区域的经济、社会、环境的绩效状况已成为研究焦点.国内外有关旅游扶贫绩效的研究成果较多,但是,对突出解决集中连片特困区域旅游扶贫存在的问题的相关研究并不多.文章从旅游扶贫必须重点关注的问题入手,构建了基于农民受益、资源可持续利用及产业关联的区域旅游扶贫绩效评价指标体系,以期为贫困地区旅游扶贫的规划制定、项目验收、战略选择及调整等提供理论借鉴.

Tourism is an effective means of poverty alleviation. Tourism development has a great effect onregional economic, society and environment. How to measure the pro-poor tourism performance evaluation hasbecome the researching focus. There are lots of research fruits about the influence of tourism poverty alleviation,but most of them pay inadequate attention to pro-poor tourism alleviation appraisal. Because of this, it＇s necessaryto design a comprehensive pro-poor tourism alleviation program including economic, social and environmentalappraisal indicators. This article has constructed index system based on farmer benefiting, the sustainable use ofregional living resources and industry＇s related effect. It will provide theoretical reference for developing pro-poortourism planning, project assessment and acceptance.
