水电建设项目决策及施工前期关键成功因素识别方法研究

摘要 为了保障水电建设项目决策及施工前期工作的可靠性和效率、明确管理重点和目标,提出了识别水电建设项目决策及施工前期关键成功因素的方法,以华电新能源公司浙江新建水电项目为例,综合运用德尔菲法、层次分析法(AHP)和熵权法对该项目决策及施工前期主要工作要素进行筛选和重要性排序。结果表明,工艺质量设计、费用控制设计等8项关键成功因素对水电建设项目决策及施工前期影响最大,应视为管理重点;辐射安全控制、移民安置方案等15项关系民生的因素重要性权重也较高,也应受到重视,识别结果与实际工程经验较为吻合。 In order to ensure the efficiency and reliability of hydropower project decision-making and construction prophase work,and confirm the key objective of management,a new method is proposed to identify the key successful factors of hydropower projects decision-making and construction prophase.Taking a new hydropower construction project of Huadian New Energy Company as an example,Delphi method,analytic hierarchy process(AHP)and entropy weight method are used to select the major work elements of decision-making and construction prophase.The results show that eight key successful factors(the quality of process design,cost control design etc.)have a larger influence on hydropower projects decision-making and construction prophase work,and it should be regarded as key manage objective;the factors have great relation with the people's livelihood such as the radiation safety control and the resettlement plan also gain high importance weights,should be paid attention seriously.The identification result is consistent with the actual engineering experience.
