农村面源污染治理的法律途径研究

The Laws Approaches of Rural Non- Point Source Pollution Control

农村面源污染已成为农村环境污染的重要原因,进行有效的法律规制势在必行。而目前我国规制农村面源污染的法律机制还存在着立法观念落后、法律体系不健全、相关制度缺位、农民的环保法律意识淡薄等弊端,结合国外的先进做法,笔者从更新立法理念、完善法律体系、建立相关制度、完善执法机制、提高农民环保法律意识等方面提出规制农村面源污染的法律建议。

The rural non- point source pollution has become a major cause of environmental pollution in rural areas and effective legal regulation is imperative. At present there is still a backward legal mechanism concept in Chinese regulation of nonpoint source pollution in rural areas,the legal system is not perfect,the relevant systems are absent,farmers＇ environmental awareness of laws is weak,so combined with foreign advanced practice,this paper puts forward some lawful suggestions in Chinese regulation of nonpoint source pollution in rural areas,such as updating legislation ideas,improving legal system,the establishment of relevant systems,perfecting enforcement mechanisms,promoting the legal awareness of farmers and so on.
