我国引入欧美国家可交易证书机制的相关研究——基于绿色证书和白色证书机制的研究

Studies on the Introduction of Tradable Certificate Mechanisms From European Countries——Based on the Research of Green Certificates and White Certificates Mechanisms

在能源危机和气候变暖的环境下,节能降耗已成为各个国家的首要任务。在此过程中,欧美国家率先发展了可交易证书机制绿色证书和白色证书机制。可交易证书机制由配额制加上证书交易系统组成,将行政手段与市场手段有机结合,解决了能源发展的各种障碍。在当前环境下,我国应借鉴欧盟经验,建立起符合中国能源现状的证书交易机制,更好地实现节能减排的目标。

With the environment of energy crisis and global warming,energy saving and consumption reduction has become the priority of each country. In this process,the European and American have taken the lead in developing tradable certificate mechanism green certificates and white certificates mechanism. Tradable certificate mechanism is composed of quotas plus certificate trading system and combined with administrative means and market means,which facilitates the energy development In the current environment,our country should learn from European Union and set up tradable certificate mechanism according to Chinese energy conditions,to better achieve the goal of energy conservation and emissions reduction.
