摘要
俄罗斯为了强化和优化教育领域与劳动力市场的联系,建立在国际上和行业间具有可比性的资格框架,于2012年公布了《俄罗斯联邦国家资格框架》。该框架从"权利和责任的范围"、"从事活动的复杂性"和"活动的科研程度"三个方面对学习结果做出等级评定,并从"培训与大纲要求"、"实践经验"、"受教育程度"三个维度界定了获得相应水平资格的路径。俄罗斯联邦国家资格框架具有体现国家—社会协同管理理念、资格认证侧重能力、资格获取路径多样化等特点,有利于推动博洛尼亚进程的发展及俄罗斯教育的现代化。
In 2012, Russia published the "national qualifications framework of the Russian Federation" tO strengthen and optimize the connection between education sector and the Labour market, and establish comparable qualifications framework. According to the framework, grade estimation has been made in the learning of "scope of rights and responsibilities", "scientific degree of activity," and " complexity of ac- tivities ", and the path to obtain the corresponding level of qualification has been defined from three di- mensions of "training and outline requirements", "practical experience" and "level of education". The qualifications framework has the characteristics of reflecting the country - social collaborative manage- ment idea and focusing on competency. It will promote the development of the Bologna Process and mod- ernization of Russian education.
