国家治理视域下的公共精神与公务员德性建构

Public Spirit and Official Virtue Construction from the Perspective of State Administration

公务员德性作为行政伦理原则和规范在该群体心理意识和行为习惯中的反映,应该是公务员在行政行为过程中所体现出的优秀道德品质。将"公共精神"熔铸于公务员的德性建构之中,建立并不断完善公务员必须具有的"行政人格",理当成为推进国家治理体系和治理能力现代化的主体性要求和基本路径选择。公务员德性的建构须以对公共精神的信仰和尊崇为基本原则,通过"内省"与"外约"相结合的养成方法来实现,在内容上突出忠诚、公正、刚毅和节制的基本内核。

Official virtue is a reflection of administrative ethical principles and norms in the group psychological consciousness and behavior habits,good moral quality of civil servants should be embodied in administrative action.The＂virtue of public spirit＂cast in the civil construction,establish and consummate civil servants must have＂administrative personality＂,should be the choice of promoting the national governance system and management ability of modern subjectivity and the basic path.Construction of civil virtue to be the public spirit of faith and respect for the basic principles,through the＂look in＂and＂to develop＂method about combination to achieve the basic kernel prominent in the content of loyalty,justice,fortitude and temperance.
