黑海深水海域目前油气活动规模较小,但油气资源潜力不容忽视,是世界重要的深海油气勘探潜力区之一。黑海深水油气勘探急需大量资金投入和外国石油公司先进的海上勘探与钻探技术推动,但回报期相对较长。黑海沿岸国家应以降低税率、改变贷款方式等优惠政策来吸引外国投资,降低勘探开发风险。同时,该地区深海勘探开发因受边界利益争端等政治问题的影响,存在一定的不确定性和复杂性。

The Black Sea is an important area of potential deep-water oil & gas exploration. At present the scale of oil & gas exploration and development there is small, but its potential deep-water oil & gas resources is attractive. Oil & gas exploration in the Black Sea urgently needs a large amount of capital investment and the advanced exploration and drilling technology of foreign offshore oil companies. Countries on the Black Sea coast need to reduce the tax rate, change their lending practices, and implement other preferential policies to attract foreign investment and reduce the risk in oil & gas exploration and development. Black Sea oil & gas exploration and development is affected by political issues such as deep-sea border conflicts and by a degree of uncertainty and complexity.
