农民公民权利发展是新型城市化进程中的核心问题。随着城乡关系变革的不断深化,国家与社会互相构建以及中央与地方关系下的差异性地方政府行为分别为农民权利发展提供了宏观与微观动力,使城市化进程中的农民权利发展呈现出多样化特征。未来的城市化要充分保障和发展农民公民权利,亟须在把握好国家政策与地方传统关联性的基础上,强化动员与参与,推进城乡民主改革和结构性同化,这些经验将最终推进实现人的城市化。

The development of Chinese peasants' rights is considered as the core issue in the new urbanization.With the deepening of urban-rural relations reform,the development of Chinese peasants' rights has gained macro and micro level impetuses from the state-society inter-construction and various local government actions respectively.It also shows a variety of features.In order to maintain and progress the peasants' rights,the reform experiences,including structural assimilation,democratic urban-rural reform,positive interactions between governments and citizens,adaptive public policies,need to be taken seriously in future.According to the experiences,the population urbanization will come true.
