The land＇s binary-utilizing system expresses the following property notions,such as limiting land ownership,securing the free land utilization and centralization of the use right of land. When regulating the problem of houses with limited property rights,the idea of making the best use of things shall be accepted,namely,the following systems shall be established ：farmers shall be allowed to transfer the use right of residential land without limitations;the related counterparties＇ debt right and interests shall be admitted leniently;the obligation-disposition right could be transformed as the land-use right.
