新医改的关键和重点在基层,通过对全市区县的调研督导发现,在卫生信息化建设中,"弱在基层、难在基层"等现象突出,针对这些现状,按照新医改"保基本、强基层、建机制"的要求,我们有针对性的提出了相关对策,为基层卫生信息化项目建设提供借鉴和参考。

The critical and focal point of the new health care reform lies at grassroots. By researching and supervising the counties, we found that the weakest and most difficult point of new medical reform exists in the grassroots. According to the current situation and the requirement of new health care reform, which is to protect the primary needs, strengthen the grassroots condition, and develop the mechanism, we have put forward some countermeasures for the basic health information technology project.
