我国节能服务业存在的问题及对策建议

Problems and Policy Recommendations of Energy Saving Services Industry in China

我国的节能服务业发展到现在,在节能减碳方面获得了巨大的成绩,但同时也存在国家财政补贴使用率低、市场不公平、用能单位节能积极性不高等诸多问题。本文旨在总结我国节能服务业发展成绩与问题的基础上,借鉴国外节能服务产业在奖励、政策、激励等方面的经验,提出了间接奖励、设立第三方、修订"节能法"和开拓公共节能领域等一系列政策建议,从而加快发展节能服务业的健康、可持续发展。

Until now, China＇s energy-saving services industry development have obtained great achievement in the aspect of energy conservation and carbon reduction. However, there exist some issues. Based on the achievement and problems of the energy-saving service industry development, and lessons leant from foreign experience, this paper puts forward the policy recommendations, in order to the further development of energy-saving services industry.
