代建制模式下公共图书馆新馆的建设实践——以濮阳市图书馆新馆建设项目为例

The Practice of New Construction of Public Library under the model of construction agent system——Taking the Construction of New Building of Puyang Library as an Example

代建制是中国非经营性政府投资项目领域内的一种新的管理模式。公共图书馆新馆建设项目作为非经营性政府投资项目,理所当然被纳入代建的范畴。以濮阳市图书馆新馆建设项目为例,阐述了代建制模式下新馆建设的基本管理框架及建设过程中的具体做法,在此基础上对图书馆新馆建设实行代建制模式进行了理性思考。

The mode of construction agent system is a new management model which is popular in the area of non-profit government investment projects. The new construction of public library is one of non-profit government investment projects, accordingly, it should be included in the scope of construction agent system. The paper takes the Construction of New Building of Puyang Library as an Example, it introduces the basic framework and specific practices of the construction of new library. On this basis, the paper put forward some rational opinions about the construction of new library how to implement construction agent system.
